At the present time. October 1 2006, the Board has for another time proposed a revision of the bylaws. Those bylaws as proposed are not currently available on line. they are available only to the members who were mailed a copy in the latest newsletter. (They are also available in the newsletter listing but only to members who also wish for the entire newsletter document.) These include many items that have never been presented to the membership as though they have been presented and approved. One member commented to me that some of those items should never been included in the bylaws as they are matters of policy and can be changed by the Board at any time. In the interest of simplicity only items that are of overall importance should be in the Constitution and Bylaws. I for one, feel that putting the bylaws committee, the standing rules revision committee and the nominating committee all in the hands of the outgoing coordinator is a mistake but since there is no provision for me to vote on that one matter separately then I must reject the entire document. I also feel that the need for an executive committee of five out of a Board of nine or so is foolish. In effect it allows only two people out of a quorum of three to decide the fate of the entire organization. If such a committee were required to have a unanimous decision by the minimum quorum that might be more acceptable. But again, I can not vote on that item separately. Interestingly, another matter having to do with our bylaws changes is the fact that someone hacked into that website where the old bylaws were posted and posted a gif. image of a frog that obscured the printed matter so that the bylaws could not be read. I was able to remove the gif. image so that the two pages now appear as they did originally. Whoever did the posting to my supposed secure site had a reason for doing it because otherwise they would have gone to more than just those two pages. Since then I have changed the password for the site and I will keep an eye on it to make sure it is not done again. I wonder who had the incentive to do the hacking. Were they paid? or was it some one's family member? Interesting questions.
